    Late audit reports were part of what led Ragen Hingorani, director of TEA's special monitoring unit, to visit the school in 2007. He called the financial management at the school one of the worst he's seen in his 20 years of auditing.

    "The whole budget process was practically non-existent," he said.

    Hignorani also mentioned money Outreach Academy had "drawn down," which is when a school is allowed to withdraw money it has spent and ask for reimbursement. Hignorani said his team was unable to account for about 67 percent of those expenditures.

    "In this instance, we saw they were already reimbursed for expenditures, however in the expense report, we found they were not there," he said.

    That lack of documentation is what led to the federal government to disallow the $783,093 in grants it gave to the school and request a refund.

    I would say he was involved. He was Treasurer of the board. Whats really interesting is it looks like Josephine E Soliz was treasurer before Emmit!!

    Wonder where all that money went that couldnt be accounted for?

  • I attend CC meetings fairly regularly. I've seen Emett at more meetings than I have seen Gene Rice. In fact, the one meeting I have seen Rice at, he came about 45 minutes into the meeting, stayed about 45 minutes and left early. The whole time he was there he had his focus on his iPad and didn't seem interested at all in what was happening.

  • Sounds like Emett wants to tax and spend as well. Who do you think is going to foot the bill for his small business loans. The City is not a bank.If it is a viable project then a bank will fund it. Why does the City have to fund the loan?
    What does he mean "Let stick with the priorities and needs."
    Explain what you mean by these statements: "As a cost-saving matter, Alvarez said, he would not have supported raises for new employees as the current council did this year.

    "They're still doing on-the-job training," he said."

    Emett, you say city employees are not worthy of a raise because in your opinion they are not trained or still learning.

    Emett said, "Other issues he wants to address are improving streets and drainage, reducing noise pollution and creating quiet zones. He also wants to survey businesses and cut spending."

    Ok, cut spending, BUT lets spend more improving streets, drainage, reducing noise pollution and creting quiet zones. THESE COST MONEY. WHERE DO YOU THINK IT IS GOING TO COME FROM?

    Emett what is your vision? Where do you propose to put the sewer plant?
    How come I never see Emett at the City meetings? He is never shown on the TV at the city meetings. Why? Because he doesn't go. How can he be a qualified candidate if he is not informed.
